SummaryThis position is located in the Natural Resources Conservation Service(NRCS), U.S. Department of Agriculture (USDA), Pocatello, ID. The primary purpose of the position is to perform administrative support functions pertaining to correspondence management, budget, purchasing, human resources, timekeeping, travel, and related administrative areas for the State Area Office.ResponsibilitiesAssists in preparing the Area operating budget for the fiscal year and ensures compliance with agency and state budget requirements.Serves as Area purchase card holder, purchases supplies, equipment, and services within delegated authority using mandatory or open market sources, ensuring proper and timely documentation and reconciling.Serves as Area timekeeper in reviewing and verifying time and attendance; maintaining master files for area employees; and performing leave audits.Assists in preparing personnel action requests (SF-52s) and associated documentation for submission to the state office; ensures that all required documentation is submitted with the initial request.Manages and tracks the Area?s vehicle fleet by replacing or reassigning vehicles, monitoring and initiating maintenance requirements, repairs, and inspections; ensuring proper reporting and documentation requirements are met.Schedules meetings, prepares agendas, makes arrangements for meeting facilities and notifies participants of schedule changes; prepares materials to be used in presentations or training conducted by the supervisor and staff.Receives and reviews incoming correspondence, ensuring necessary background material is attached when sending forward. Responsible for maintain a suspense control system of items based on the needs and priorities of the office.Reviews outgoing correspondence for conformance with general policy, proper grammar and spelling, factual validity, typographical accuracy, and necessary attachments; prepares letters of routine nature without direction.Establishes, organizes, and maintains a filing system of official material and records; disposes material in accordance with prescribed procedures; maintains an inventory of technical material, which is provided upon request to field offices.Provides administrative guidance and training to area employees on agency operating procedures and requirements; the utilization of administrative systems; and, on computer applications, such as Microsoft Office programs.RequirementsConditions of EmploymentQualificationsSpecialized Experience for GS-05: To qualify for the GS-05 level, you must possess at least one year of specialized experience equivalent to the GS-04 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as providing a variety of administrative and technical support relating to personnel, procurement, budget and/or general administrative management. Substitution of education in lieu of specialized experience for the GS-05 level: 4 years of education above high school level, leading to a Bachelor's degree; OR Combination of Education and Experience: A combination of education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience for GS-06: To qualify for the GS-06 level, you must possess at least one year of specialized experience equivalent to the GS-05 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as providing a variety of administrative and technical support relating to personnel, procurement, budget and/or general administrative management; organizing travel and meeting arrangements for management officials and program staff. Specialized Experience for GS-07: To qualify for the GS-07 level, you must possess at least one year of specialized experience equivalent to the GS-06 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as performing a variety of administrative support services in support of a business or program office, assisting in preparing operating budgets, making purchases of office supplies, equipment, vehicle and tracking expenditures, providing timekeeping services and reconciling time and attendance documents, making travel arrangements, and reviewing incoming and outgoing correspondence and other administrative documents. Note: There is no education substitution for the GS-06 or GS-07 level.
